Im sure there will a few people from singapore on here that might be able to offer help. If not try to post 5 times by adding to threads or saying hello to people in threads like yours. Once you have the 5 post an hour later check out the location specific threads

Sorry I can't help with your e-cig question, but I want to tell you that I absolutely loved visiting Singapore. It's one of the cleanest and most beautiful cities I have ever visited. Got many great photos while there. This forum doesn't seem to be much different than many others. Just poke around and see where it takes you. Enjoy!
