High discharge

A question for you battery experts... I have 16340 and 17335 batteries that I have been using for several months. After noticing that I wasn't getting much vapor even when the batteries were reading around 3.9 volts, I hooked up the multimeter while using them. What I found is that when charged to 4.1 volts they read around 3.7 when vaping. But from 3.9 volts they drop to around 3.2v under load. No great vapor at 3.2v!

Is this the sign of batteries going bad?

i get that with my 16340's when there on the way out, i go from two batterys to about 5 batt changes. and i hate how long dealextream takes to send stuff, i found a vender here that has some 1000mah 16340 (soon) and 880mah in stock but have fogot who, i'm sure it was GLV...
