It's a term that originated from a comment made during the Spanish civil war.. but became spoken of much more frequently during WW2 and our fight against communism in that day.
You probably need to be either more well read in history, or associated with military personnel to be familiar with the term. It's a common element of nearly every war in history however.
You learned something new though, which is always a good thing! Now, back to vaping..
