So the Dutch government has made an amendment to the TDP which states that other EU member states cannot sell e-liquid containing nicotine in bottles larger than 10ml to Dutch private customers. So the Dutch government basically thinks it can impose national legislation on other sovereign EU member states. Do they really think is even legal?

They can say what they want and impose what they want, but enforcement is voluntary...
You're right... it's completely voluntary. To bad I had to delete a Dutch owned web shop located in Germany form my bookmarks because of this. They seem to think they have to comply with this. Too bad though because they had some nice stuff.
The Netherlands has lost its way; in many ways more than just this...
