How to diagnose a dead battery?

I got two 16340 batts and when I got both of them at the same time from an online supplier, one was fine the other not working. I can't figure out why it would be doa. Any help would be appreciated.

If it's Ultrafire of Trustfire that's not uncommon to get a dead one now and then, take a look at RTD Vapor or Super T Manufacturing and see about getting some AW batteries. AW batteries are top of the line right now, they last longer charged and life span.

Sometime batteries do arrive DOA. I have on occassion have had one or two arrive to me that way. Like the above post I would suggest getting AW batteries. I have found them to be more reliable and seem to last quite a bit longer. Two good places to get them would be RTD Vapors and Super T- Manufacturing. Lighthound sells batteries but am not sure about the AW's
