How to test rechareable lithium batteries

Is there anyway to test whether or not the lithium batteries are any good? I use CR123A (SD) and 10440 (JS). I was wondering if we can test them without charging and discharging them. Just using it until it dies only way? This turns out to be unreliable, not to mention it can just die on you at an inconvenient time.

I read on battery university or whatever its called that it is not possible to know the health of a Lithium Ion battery without an expensive battery analyzer or discharging them The voltage doesn't seem to give a clue only that it has been charged or is discharged!

Anyone with a little more knowledge wanna correct me?
