Is making eliquid minus the nicotine as easy as I think it is?

If you have equal amount of PG/VG, yes, you have a 50/50 mixture. Now add nicotine (if it's a 50/50 mixture), you still have 50/50. Add to that now, the flavoring. Most flavorings have some PG in them, so that will throw the total off slightly. That's nothing to get in a twist over.

What does it mean when people are saying 50/50 PG/VG 70/30 PG/VG etc.. I know that its at 70% with what I posted. So given in normal cases because I put 3.5 ml of PG and VG wouldn't the mixture be 50/50? or is it 70/30?

flavors are usually contained in PG. usually watter is used to avoid PG. so is just used to have a thinner juice using only VG.
50/50 is straight 50% PG 50% VG. you can have the NIC contained in 100% PG or 100% VG. so from the overall ratio you have to add or subtract percentages in order to achieve that desired NIC mg/ml. that's why we are using calculators to make liquids
