It's set at 25W with a 0.6ohm coil. The read out displays 3.8V when firing, and my MM measures 2.96V from the atty contacts.

What you are seeing with the mm and atty firing is the output voltage under load or voltage drop and yes that's normal for most any device. How much of a drop varies and depends on a number of factors such as conductivity of the materials used, contact points etc. and will always drop more the lower the ohm coil. If you did the same test with a 1.6 ohm coil you shouldn't see as much of a drop.
