Yes, but keep it moist. You will notice that when you take the cart off the atomizer (that is unless you have a model with e recessed juice cup, like the super-minis) that there is an indentation in the filler material in the shape of the tip of the atty bridge.

Yes, thats how the juice wicks down to the coil. As nycityjeff said, that's why it's important to not dry out. Try to top off every chance you get.
I use the foam cut from a face buffing pad. It's sort of wrapped in a long thin piece of tea bad on the bottom and two sides and then folded about four times on top. And, yes, it is against the atty.
By the way, StrictlyEJuice.com sells cut foam plugs for us lazy folk.
