Is this battery safe to use?

Hello and welcome. You don't seem to have enough posts to post a link yet. I think you need about five. In the mean time, what's the issue with the battery?

A few general tips:
  • If the plastic sleeve on the battery is scratched or damaged, do not use it. The good news is that it's easy and inexpensive to replace the wrap yourself, after which you can use the battery again.
  • If the battery's metal casing is damaged, it's toast. Time to recycle and replace.
  • mods and chargers can leave marks on the battery casing. As long as it's just a mark and the casing isn't actually damaged, you're OK. For example, it's common to get something that looks a bit like a scratch but doesn't actually gouge into the metal at all.

As Izan said, if there are no markings on those white wraps they are likely fake, using a low capacity cell inside that casing and some filler. Either that or they have already been rewrapped to hide what they are.

In either case, recycle them somewhere and buy some genuine cells from Samsung etc. That can be tricky as many fakes around so read and understand the writing of Mooch who is a battery and cell guru:
