i made a 32 guage twisted kanthal wire coil at 1.3 ohms for my protank mini 3, im running it on a vision spinner.

1.3 ohm should be fine for a spinner. I believe that 1.2 is the limit for a spinner. I would certainly keep the voltage turned down to start.
I use a 1300mah spinner occasionally and try to keep mine around 1.8.
My spinner will fire coils lower than 1.2, but have felt some heat at the top cap.
Too low on a spinner will cause the internal wiring to fry (don't ask me how I know).

thanks i keep it at 3.3 volts so thats 2.5 amps but i dont know what the amperage limt on these batteries are

That is at (almost) at the limit. Also will shorten battery life.

One more wrap around would probably get you to 1.8 and you'd be good to go!!

I definitely agree that you're right at the limit, and would add another wrap.
