So I have a Kaos Z Black Mod on 55.5 Watts with a VGOD Elite rda that’s running on 0.15 ohms. Is that safe? Nothings wrong just wondering if it is safe or not.

What do you think might make it unsafe?
If the manual states it will work at that resistance, it should be fine provided you are using the correct batteries.

The mod should be fine. What batteries are you using, that is where the difference is going to be made. If you are vaping around 50 watts, well you are going to want to match your batteries to that type of wattage setting to maximize runtime. If you want more information, I'd suggest here:

As others have stated, it depends on what batteries you are specifically using.

With a regulated mod, coil resistance is irrelevant concerning batteries. The batteries you use need to be able to put out the necessary watts. You say you're vaping at 55 watts.

In the interests of keeping things simple:

If you use a good quality 15 amp CDR battery like the Samsung 30Q or Sony VTC6, then you are good up to 45 watts per battery; 90 watts using two; 135 watts for three batteries.

If you use a good quality 20 amp CDR battery like the LG HG2 or Samsung 25R then you are good for 60 watts per battery. If using a 2-battery regulated mod, your good for 120 watts as you have two batteries. If you are using a 3-battery mod, you're good for 180.

If you use a single 25 amp CDR battery like the Sony VTC5A, then you are good for 75 watts per battery, 150 watts for two batteries, and 225 watts with three.

If you use a single 30 amp CDR battery like the LG HB6 you are good up to 90 watts; with a pair of 30 amp CDR batteries you could safely do 180 watts assuming the mod cuts off when the batteries reach 3.4 volts.​

Running that through ohms law calculator, 55 wattas @ .15 ohms means you're running it at 19.14 amps.

The "is it safe" part all depends on what battery you're using. read @Baditude 's post. The Kaos Z is a dual battery mod, so in your case with that mod, your amperage is split between two batteries. So, as an example, if you were using any of the listed batteries on his post, 19.14/2 is.. well, we'll just say 10A, you'd be safe with any of the ones on his list. If you were using an ICR battery, it would be dangerous. There are many brands/models of batteries that aren't designed to be drained at high amperage.

So, nobody can answer "is it safe" without knowing the brand/model of the batteries, and if they're authentic or not.
