Itaste VTR doesnt fire under 11.5W?!?1

Yeah this sounds weird, but my friend has a VTR that wont fire under 11.5W, which in return only burns out carts fast. The cartos we use are 2.5 ohm, I think i have tried almost anything without taking it apart.

Any advice is good, Im open to opinions
