So.. I'm a bit confused... when on a VK do you know that it's charged? Also. how do I know when the PCC is charged?

Also... Steve at vapor4life.com is the bomb. I'm guessing these little rubber covered things are cartomizers.. and he hooked me up... I'm just confused on how I go about filling them.. and help would be appreciated

I don't have a VK but usually the LED on the battery will indicate charged/not charged.
Should stay on while charging then off when done.

For the PCC, same thing usually. Little LED that goes from red/dead, orangeish/charging to green/charged.

If they are cartomizers, the are usually prefilled - ready to screw on and vape.
Search and read thru the forum for cartomizer refilling and top off tips.

Well when I plugged in the batteries.. they flashed green, but now aren't any color... so.. does that mean they're charged or still charging?

I'd say yes, they're charged.
The initial flash is to indicate you have the charger plugged in and that the battery made successful contact with the charging pins inside.
You won't hurt anything by trying with a dead batt - just no vapor or flavor.
