Juice has 4 parts. PG - propylene glycol known as the flavor carrier and helps with throat hit. PG is also what most flavorings are used as a base and is thinner then VG. VG is Vegetable Glycerin and is the vapor creator. VG is sweeter and thicker than PG. VG and PG make up the base. Nicotine can be either in a pg or vg base. Flavorings are the last ingredient and most are in a pg base (some alcohol base).
Most people who sub ohm use a higher VG based juice. 80vg/20pg is a common ratio or (80% vg and 20% pg, includes flavor and nicotine). When people start vape they usually start on a 50vg/50pg juice on the less expensive setups like the eGo style clearomizers. Because they don't wick as well as advanced gear most people use a higher pg juice which is thinner.
Sweeter and darker juices will gunk up a coil faster than clear ones.

70VG/30PG- Generally speaking, higher VG will produce more vapor with a soft fluffy sort of sensation to the vape. Less "throat hit" with higher VG blends. BUT nicotine level also affects throat hit. VG is very thick, the higher the percentage used the more likely you are to have wicking issues. Some folks (I'm one) have a low tolerance for high VG blends. Can make us feel just as bad as smoking did. (Short of breath, heavy chest feeling).
30VG/70PG- (My preference) Higher PG will produce less visible vapor. Harsher throat hit. Supposedly carries flavor better. Wicks better.
Nicotine Ratio:
Can be confusing. The majority of vendors use a mg/ml measurement. Some vendors use a percentage measurement (usually convenience store juice).
I use a 30mg/ml ratio which is pretty high nic level. But I use low power vape gear. 30mg/ml is the same as 3%.
Sub ohm Vapers use much lower nicotine levels due to the intensity of the vapor produced by thier gear. An "average" nicotine level for sub ohm vaping would be 3mg/ml.
3mg/ml would be equal to .3%

Is there different quality VG/PG? I'm using a cletio sub ohm tank on an IPV D2 and going through a lot of juice. Therefore i'm thinking about going to DIY.

There is to a degree. You can get a gallon of USP (pharmaceutical grade) PG at Tractor Supply for about $22. Or Get both PG/VG USP grade at Essential Depot. DIY is fun and rewarding while being frustrating as well.
To start DIY, find some recipes you think you might like to try first... make a list of ingredients.
