Thank you first to Rick sir for sending me one with issues. Truly do appreciate it. 
I tried 3 different tanks, one rated at 1.4ohms, the other 1.5ohms, and lastly ones rated at 1.6ohms. The first 2 wouldn't fire at all, the last one did. Checked it on the multimeter, off load was at 4.24v off the charger, was at it's usual 4.194v with both a wow and cool cart on load, but when a 1.4 or 1.5 ohm carto was attached it dropped to 3.71v and wouldn't work. With the 1.6ohm dual coil 3.97v on load. Still trying to find a fix or if it's just some batts won't fire it. Did a full voltage run with a wow carto to see how it stacked up against the previous posted test subject though.

The cell in this one does seem slightly weaker than the previous batt, but still well within range. Will keep everyone posted on my findings.
