You don't need a regulator for a 5V passthrough. The USB port is already supplying 5V. Regulators are only needed to bring higher voltages down to 5V. For instance, if you made a box mod that used two 3.7V batteries in series, the total voltage would be 7.4V, which is too high. You'd use the regulator to bring it down to 5V. 1.5A is a bit too low though, since most attys will be drawing at least 2A of current. You really should be using 3A or 5A regulators to be safe.

It would probably still work in a box mod to some extent. At worst it would get hot quickly and shut down. You'll also probably be getting a bit less than 5V - maybe 4.5V - because the part isn't designed to pass that much current and the extra heat causes them to be less efficient. If you've already got one, go ahead and try it. Just don't expect to be able to chain-vape with it.
