Hi all,
I searched as well as my patience would allow and did not find this anywhere else. I thought it might be of interest especially to people who are concerned about Chinese e-liquids.

manufacturer's response to the FDA

On 22 July 2009, FDA has issued an article concerning the safety of electronic cigarette cartridges and liquid. The most important issue raised was the presence of Diethylene Glycol, a toxic chemical used in anti-freeze. We have so far received several emails concerning this issue from our customers, and we think it may be of concerns to other suppliers too.

Dekang Biotechnology here declares that our e-liquid does not contain Diethylene Glycol. e-liquid tested positive for this chemical by the US FDA is not produced by Dekang.
Dekang’s e-liquid and cartridges has been thoroughly tested and confirmed to be safe by SGS, Korean FDA and German TUV LFGB. In addition, the cartridges are made in the factory of our subsidy Boge Technology. The factory has received GMP, ISO9001:2008, ISO13485:2003 Canada CAMDCAS certificates.
Dekang will not hold responsibility for e-liquid that has been modified by traders/suppliers. All our original e-liquid comes in childproof bottles with YNDK logo imprinted on to the cap.
Some background on Dekang
Dekang Biotechnology is the only major e-liquid manufacturer currently supplying over 90% of markets e-liquid. We supply e-liquid to all major electronic manufacturing and trade companies across the globe. The successes of Dekang led to the formation of BOGE technology in Shenzhen, China, one of the biggest electronic cigarette manufacturers, and Y&C TECH in London, UK.

Dekang has a team of experienced research scientists in tobacco extraction field to produce safe and non-toxic e-liquid, found in electronic cigarette cartridges and liquid. Our factory is equipped with advanced machinery for extracting, testing and producing e-liquid. Currently we are the only company which is able to obtain health approval for selling electronic cigarettes because only we have the original recipe for e-liquid.
So far we have helped a Korean company to obtain approval from Korean FDA, and are currently working with US FDA towards approvals in selling in the United States legally. In addition, we are in contact with a reputable professor in Europe regarding legalization, and we have passed German LFGB (Food and Feed Code) test. We have completed a mini clinical trial at a nationally recognized Chinese smoking cessation centre as well as other toxicological reports. Our companies are dedicated to meeting and exceeding national and international standards with exceptional quality and premium packaging. We only use USP grade ingredients in the manufacturing of our e-liquids. Additional e-liquid ingredients are extracted from high quality tobacco leaves because it is more natural and healthy.

I got this off a website called anycig.com which is a Chinese company that sells bulk. btw....their genuine Dekang liquid is now 14.95 for a 50 ml bottle. I have not ordered from them but the e-liquid is listed right now as having free shipping along with a bunch of kits.

ps...I am not a seller, nor a supplier of anything and in no way related to whoever these people are :)

well it seems dekang is leaning wide outside their window.
the SGS certificates i saw, are not an analysis, but a security datasheet with data provided by the manufacturer.

the TüV Rheinland tested the empty carts if they are useable as food and feed containers, nothing more.

also, in none of the certifications on their site, i saw the mention of nikotin.

correct me if i am wrong, but the currently availlable papers they have on their site are not worth anything more than the cost of the printing.

sorry, if i sound a bit confuse, but hey i am german ;)

Kelemvor....you are not confused....you are right. I just posted that for the sake of interest. Full transparency on the part of American suppliers and education of the non-vaping public will help. But unfortunately the FDA has US manufacturers in a bind....why shell out 100's of 1000's if not millions of dollars in equipment, R&D etc for an industry that could go belly up at any time.
What confuses me is going to the grocery store and reading the labels on FOOD that most of us all trust implicitly. Now THAT is scary! Everyone has to eat.....vaping and smoking is a choice. The FDA should be a heck of alot more concerned with what everyone is eating! I think we all know that we are taking some risk by vaping.....ONLY because there are always unknowns. But we are big kids and this is our choice. But I'm not too worried...I'm going to vape on until the FDA makes it illegal. By then there will be enough info right here and elsewhere on the Net that we can all make our own e-cigs :) Hats off to all you hard working home Modders out there.

I really wish we had some outside group testing their liquid. It's really hard to just take their word for it considering the track record of these companies in China. The German testing had my interest but now is bunk information?

This is exactly what the FDA is supposed to be doing, regulating and enforcing quality standers on things so we don't have to worry about things like this. With China's track record, this liquid should have random batch tests at least once a month from an NA or EU lab.

I hear that DEG is used to dry tobacco? (Why you need to use poisonous chemicals to dry a plant is beyond me!) So Dekang may not intentionally put DEG into their liquid, but that doesn't mean it isn't in there from the act of making the nicotine in the first place!
