Get yourself a syringe. Faster, easier, and better in my opinion. Though people do tend to look at you funny when you're refilling. I suggest just dripping into the edges of the carto if you must refill, or top off, in public.
Personally, I can't stand the condom refilling method. I usually put a plug in the battery end, drip about 10 drops in the cart, 5 on each side, drop it in my little Taryn spinning device, put 10 more drops, spin again and I'm good to go.
I usually just top off my carts is why I only put about 20 drops, but using this method on an empty cart, you can get anywhere from 35 to sometimes 40 drops in them.

My Taryn spinning device is a clean, old knee-high (stocking). I just toss the carto down into the toe and spin away for about twenty seconds, until the juice has distributed. Love this method. The filler looks so clean after you do it.

I use a little glitter vial I found at a hobby shop. I emptied it out, drilled a hole in the screw on cap and ran a string through it...tying a knot so it would stay in place.
You can use one of the little bags your batteries came with too.
This method is called the Taryn Spin because our apparently missing veteran Miss Taryn showed us this trick long ago.

I suppose that's one way, though it seems time consuming and wouldn't hold near as much juice as you could by forcing the liquid down.
For the Taryn Spin, I use one of the velvet battery holders that the batts come in. I cut it so that there is about 1 1/2 inches from the top, then put a piece of duct tape (or sew it if you like) and it is perfect! I put a .... plug and condom on, then drip drip, turn, drip drip turn, drip drip, then slip it inside the battery holder, spin it around a few times by the strings and then look at it. If it looks like it has totally absorbed I do a few more drips without even taking it out of the holder, spin. Then just pull it out, check the hole and make sure no fluid is there, put it back on the batt and vape away! Easy Peasy!
I just use my V4L lanyard to spin cartos or the XL battery sock with longer cords through it. Had to get a lanyard to keep from trying to vape pens (no TH).
I think you are *overfilling* the cartomizer. Either that or you are not wiping the juice from under the white rubber stopper. Juice collects under there and gets on your lips. It don't taste as good as it vapes!
Thanks for all the feedback. I have just been refilling my pre filled smilin cartos. Ill try the drip and taryn spin. Wouldn't even know how to use a syringe, or where to get one. I think I'll start wiping down the cartos as well. My lips are still burning. Yuk
Spin fan here also, having tried all - I love the lanyard for it as the fit is precisely snug enough. It's way fast and you can get a ton of juice in (I do 2 spins after each 20 drop fill with V4L cartos) without it pooling around the mouth end. I still always run a tissue around the top afterwards 'cause I tend to be very quick and a little messy. But everyone develops their own system, trial and error, and everyone who's been fooling with ecigs sooner or later knows what juice in the mouth tastes like and numb-lips syndrome. I've changed methods a lot over the past year, just evolvin' along - you probly will, too. When you spin be sure to recap or condomize the top or you'll risk nico-eye - that BURNS. Only happened once, and I wasn't very deft at spinning, but owie. (Visine washed it out immediately.) Have fun!
I get syringes free at work... But depending on where you live (some states require a prescription), you can probably go to any pharmacy and buy them. Or you can order them online.
They're easy to use, just suck up 1ml of juice, pull off the little white cap on the carto, slide the needle down the side of the filler, and push the plunger down until it's full. I recommend a 20 or 22 gauge needle, although a 25 can work depending on how thick your juice is. Anything smaller than 25 gauge will most likely not work. I use a 3ml syringe with a 1.5" 20 gauge needle.
Best Taryn Spinning Device?
A V4L battery bag with a slit cut into it at the height of the top of a carto from the bottom of the bag. Pop it in the slit, spin it around, pop it back out. Chances are (if you're like me), you've already got a few lying around anyways.
