Yes. It has nothing to do with matching the resistance on the coil. It is locking in a baseline resistance to calculate temp rise based on increase in resistance when heated.

I recommend it. You should lock it when the coil is cold, like first thing in the morning before your first vape, of after it's been sitting an hour or so. The mod controls temp by measuring the resistance of your coil. As temp increases, so does resistance. Locking the coil resistance at room temp give the mod a baseline to measure the resistance against, and this provides more accurate TC.

I just locked it and now the atomizer gurgles ans spits hot vapor randomly , even at 190 degrees ... WTF
..350 Fahrenheit.. and work up from there.
And make sure that you are using a Temp Control coil (nickel or titanium usually).

TC works by the circuitry continually monitoring resistance of the coil while firing, this HAS TO be locked in while cool for a base comparison. If your spitting hot vapor at 190f, sounds like you're not using a TC coil.

See this is why it's scary responding to a random post. The OP has not responded to the important question "are you using a coil meant for TC?" It sounds like the OP is not. Before you listen to our attempts to assist you, could you please give more info about what you are actually using? Using a non TC coil in TC mode is a big mistake!!!
What you say is correct, however, if you are using TC mods with Auto Coil recognition like e.g. Vapresso, Kooper Plus or the Guardian 3 e-pipe, remember to unlock the resistance lock otherwise the mod will not display "New Load or old". This has been a topic of debate especially with the Vapresso Target 75W TC mod. People lock the resistance go to change tanks and complain that the mod. Is not auto recognising the new load and in the case of the Vapresso auto adjusting to the new tank/ coil
Locking the resistance means telling the mod when the coil is cold.
If you attempt to lock the resistance when the coil is hot, then the mod will end up running too hot
