Uh ... when I click on the start button it shows my files, one of which is called "Pictures", go there.
The underlined above is "downloading" from PB to your computer, or "copying" from someone else's PB to your PB.
To "upload" pictures, they are usually in your "My Pictures" or "Pictures" folder on your PC. You use the "drag and drop" to get them to PB. You open PB, get to the place within PB where you want to put them, and you'll see a little box (sometimes a Big box) saying Drag photos here to upload. Then, you open the Pictures folder on your PC and drag a picture from there to PB.
Clear as mud, right. You should call me. That is, if you know how to login to your PB that Starry setup for you.

Getting pictures from your camera onto your PC is another thing. There is a USB cable for the camera that is needed.

The USB Cable should work the same way, or very similar.
