I got this idea a couple of days ago.
I'm mainly a cart smoker. I tried drip-smoking, but it seemed to make my e-cig (penstyle from puresmoker.com) a little tempermental when it came to the burn taste. It seems like topping off carts works a lot better for me, however it is a waste of fluid since the fluid still goes into the bottom of the carts and is either thrown out or needs to be extracted.
What if a cart was made that had a much smaller chamber (going only a fourth or maybe even a fifth as deep) held to the atomizer? Basically all you would really need to do would be to fill it to a certain level with the same plastic used in the carts, though getting access to said plastic in liquid form would probably be easier for manufacturers than consumers.
Also right now I'm experimenting with cutting up a small brass pipe screen and trying to find a way to fit it into the cart to use it to prevent fibers from coming out that doesn't interfere too much with the operation of the e-cig. I've had somewhat good luck so far, but I'm gonna try to refine this process over the weekend.
