measuring battery voltage

Cant seem to get a reading on panny cgr18650ch on multimeter. Red lead on positive. Black on negative. Meter dial on 200. What am I doing wrong?

Set the dial to 20? Now it's different from meter to meter of course, but on mine it's the 20V range I use.

Also make sure you are on DC and not AC

If your meter came with a manual it should explain each setting, how to use it and the ranges. If you are reading 3.7 to 4.2 volts then use the next higher range above the highest voltage you expect (want to read 4 volts, set range to 10).

Also you will get inaccurate reading from a DMM if your device outputs PPM or PWM voltages since these voltages are constantly switching on and off.

Are you Measuring just the Battery?

Or are you Measuring the Output Voltage of a mod using that Battery?

I think he was reading the battery so use DC.

if you are reading the mod then a basic DMM will not be accurate. you will need a true RMS meter to get a reading.
