vaping we still get to buy stuff fairly unmolested. At least till end of this May, suppliers can unload 'old' stock.
After that, the regs are in full effect. Howbad that hits - nobody knows for sure. EU regs are minimum standard, memeber states can also tighten the regs for their turf.
What WILL happen is 18mg/ml nicotine strength tops. In 10 ml bottles. Means you still can buy a liter of 18 mg/ml nic base, you will get a nice box 100 bottles at 10ml each...
PG VG won't be a problem. As longs as they're nicotine free, they're not subject to these regs.
Flavours might get revamped a bit, there's noises to ban some of them for use in e-cigs.
How they're gonna contol and enforce that is anybody's guess. Lot's a
shop out there who sell flavours for ice creams, food processing what have you...
So the real rub is the nic base.
That's why many vendors got specials running on so-called 'bunkerbase' :
100ml nic base at 48mg/ml in brown glass bottles filled under nitrogen atmosphere to maximise shelf life.
