I purchased 300ml of liquid base, 50vg/50pg with 12mg of nicotine. I will add flavor concentrate. Making 30ml. Do I still need to dilute the base with water/alcohol/pga if 12mg of nicotine is my target or do i just add the flavor?

Just add flavor, but be advised, your nic level will be decreased a little when you add the flavoring.
