MNKE 18650 1500 mah, 20A or 30A?

In regard to the MNKE 18650 1500 mah, I understand the difference between the pulse discharge rate (30 second pulses) of 60A and the continuous discharge rate (down to 80% DoD) of 20A. What confuses me is what is implied by the discharge rate of 30A. Does this rating mean that it's being measured at a discharge rate longer than a 30 second pulse, but is not discharged below something like 50% DOD?
