Best? That is very subjective. A Variable wattage device with up to 50 watts should be fine unless you want to blow major clouds then a 100-200 watt variable wattage device would be fine. Of course many use mech mods for this but you need to understand battery safety, ohms law, etc to safely use those at higher wattages.

I agree with @Robert Cromwell it is all very subjective, best e-liquid, best sub ohm tank, best dripper. We all have our preferences. Me personally, I like a regulated, 2x 18650 box mod for the long battery life and adjustable power output. Mechanical mods are also a choice, but as Robert stated there is a bit more to using them as far as safety is concerned.

Figure out what functions you want first. VV? VW? TC? Then figure out what kind of coils you want. Basic slick round with Kanthal or NiChrome? Claptons? Zippers? The more complex the build, the more metal in it and the more wattage you need to fire it. For dripping, I would say 50W minimum, but I have a pair of claptons that won't fire at less than 80W. And some of the newer subohm tanks are suggested for use at 100W. Then start looking at the mods and find one with all the bells and whistles you want that looks good to you. When you find "the one", check out Vapecrawler It will search the web for you and find you the best price. Make sure it is from a reputable dealer though. what is your experience with dripping right now? Some will be happiest at 50 watts, some will want the whole 200. If you are just starting out, a sig 30 or 50 may be fine for you, but if you are coming from mechs running .2 coils, you may want a 100 watt`er. There are so many choices out there that it is near impossible for anyone to tell you what is best for you, you will have to be the judge of that as you go along and learn what you like. I run most of my drippers on my mechs, but I do have two that have been set up specifically for the capabilities of my Sig 150. :?)

You'll have a choice between tube and box mods which are regulated (electronic processor with buck & boost circuitry to allow variable voltage/wattage). Preference in form factor is purely subjective and personal. Decide how much power you will need based upon how low of an atomizer resistance you will be using. The lower you build the more power you'll need, generally speaking.

You'll also have a choice in what type of battery is used in the mod. Internal batteries use an included USB charger and are not removable, don't require a separate box charger like external batteries use. However, once these internal batteries die (1 - 2 years), the entire mod will become worthless.

External batteries are removeable and require a separate box charger, also last 1 - 2 years, and are inexpensive to replace ($6 - $10 each), and you won't need to throw the old mod away when the batteries die.

External batteries (IMR) are safe chemistry, while the internal batteries (LiPo) are not and depend upon the mod's protection circuitry.
