I'd probably go with ECBlends first, even though I've only tried MBV. From what I've heard, both have fast shipping times, though I've heard better things about MBV's customer service (which is amazing).

Out of the 15 or so flavors I have from MBV, the only one I've liked enough to reorder is Hawk Sauce despite it having a bit of a nasty chemical taste (kind of turned off by it now though). MBV's flavor taste kind of 'watered down' or something, just cheap tasting and they've all had a chemical aftertaste. All my MBV juices have zero throat hit at 12mg and vapor production is below par.

my 2 cents. Spend a little bit more and go with GoodLife Vapor or something similar.

Just a heads up, even though it's not from either vendor, but Five Pawns, though very expensive, has very good ingredients, and one of their line-up "Absolute Pin" has the anise/black licorice/absinthe flavor.

I tried it and liked it (not a huge anise fan but I like a little bit of it) but a couple seconds after I exhaled my mouth just got swamped with the anise flavor. If you're looking for best ingredients, then you could always work from the top down price-wise :) I'd suggest MBV though-- Don't know enough about ecblend but at least with mbv, it's fast and if you buy the $15, they'll send you a freebie to try. Plus, I'm pretty sure MBV has one of the largest community-threads here which is fun to keep up with.

I have tried Five Pawns, non of them even come close to Black Licorice that I am after. I want this flavor really bad, but having a tough time finding a good vendor that uses good ingredients. I have PLUID, that is what got me hooked on it but not happy with how there is food coloring in it and no ingredients listed for it. Ahlusion is my go to vendor, but their Blue Fairy, while it smells like Black Licorice does not taste like it at all.
