Agree any meter will do the job for reading voltage. Harbor freight is probably the cheapest place to get one and in all honesty they work pretty well. I bought one and use it for constant voltage measurement on my RC bench. My work meter is a fluke= Top shelf, but if your just using it for small home use the harbor freight meter will do well. I would also check radio shack out they have a few small meters fairly inexpensive.

If you do get into rebuilding and want to read low ohms, as in what our atomizers are, then mulitmeters can be a pain. Better to get one of the dedicate atomizer ohm meters for that. They are about $10 on Fasttech or $20 at any decent B&M. A cheap multimeter should still be part of your kit but the ohm meters will save a lot of frustration when rebuilding heads.
