I'd contact the vendor you bought it from & ask for a refund or replacement.
Cloupor QC isn't the best.

Are you sure your charger is functioning correctly?
Fully charged batteries should be 4.2v ish
Have you tried a different set of batteries?

I called them, no return policy of course, tried others, so I guess im stuck with this POS

What does 'reading around 3.7 volts' mean?

You said earlier "shows them at 0%"
Which I presume you mean the T8 device is showing them at 0% ?

So is the charger showing them at 3.7 volts?

No reason to get snippy, your posts don't really make much sense and you seem hesitant to answer questions from folks trying to give assistance.
Around 3.7v isn't fully charged and you never mentioned what you're using to check battery voltage.

Are you sure your charger is functioning correctly?
What brand of charger is it?
Have you cleaned the battery contact areas lately?
Have you tried a different set of batteries?
Will it fire a delivery device even though the battery indicator reads 0%?
