my mix isn't.... mixing uniformingly

i mixed 30% cola 70% vg at 3 nic (30 drops), took a bowl of hot boiling water and set my juice in there with the graduated cylinder and whisked away with a spoon, my usual routine, but this time, the juice looks really oily and there appears to be many small bubbles, then i took it out and put it into my dropper bottle, 1/2 hour later the 30% cola flavor is sitting on top of the vg...

what to do at this point to make it uniform?

okay to vape but have to shake it up before i put it in my tank?

Normally a cola flavoring is a much lower percentage. 5% - 10% is what is recommended. I found it to be a very potent flavoring and would recommend a much lower percentage to start out with. Most DIY sites will recommend a 20% total flavoring percentage. Here is the calculator I use.
