I'd suggest using a channel lock or if you don't have on, pliers. Grip the afc with the channel lock or pliers and hold the tank in hand and turn. Hopefully it comes loose, just be careful with the glass tank, its delicate.
easiest way is to insert a small (blue) screwdriver into the largest air hole and gently work it back and forth, it should give you lots of leverage. Just use the tip and insert just far enough in to get leverage. I tested it on mine!
First check to see if the base has a gap between the textured metal and the airflow ring. I've seen quite a few of these where it was cockeyed from dropping.

Did it lock up after a drop then? Did you have any luck with what I already mentioned..could it be the little spring mechanism inside the AFC causing the issue. See if you can glean anything from this:
