Could vaping help lower smoking rates in Australia?

Abstract
In this brief article, we review the evidence on whether easier access to vaping could help lower smoking rates in Australia. To make a convincing case for vaping the following conditions need to be met: that vaping assists in smoking cessation; that the prevalence of vaping is high enough to produce measurable effects at a population level; and that the decline in smoking prevalence is slower in countries where vaping is less common. The evidence suggests that these criteria are satisfied.

I know science has to be "science" and there has been a lot of "pseudo science" to combat but sometimes I look at studies and go:

There is this thing called common sense, and also looking at other countries and seeing whose rates went down/up as vaping was integrated/diminished.

I believe I know the answer to this particular "scientific question" is what I am saying.

FYI, this is the published paper of the study that led the Royal Australian College of General Practitioners to now advise that health professionals recommend vaping to smokers who have been unsuccessful in quitting with other available medications.
