There is this smear of dried vegtable gylcerin on my ipv mini 2 screen and I can't get it off. I have tried everything.

You sure it's not one of those Covers that peel off. All my PV's had it.

You polished the plastic before ever using it? Seriously?
Sorry, but that looks more like etching damage than e-liquid residue. Pg/Vg pretty much vanishes with a little water and gentle wipe.(damp cloth)
Believe me, if that was from ejuice then it would've come off with a damp cloth. Pretty sure it's a badly scuffed up screen.....
Sometimes the substance that is 'staining' can get it off. Like removing gum with gum.... I'd try liquid VG then follow up with some other cleanser - water or soap and water. Try in a small spot first 
If the screen is not scratched it is likely the screen came in contact with a Harsh chemical/solvent and clouded.
Many things from Acetone to crazy glue will craze a plastic/acrylic part.
You may need to purchase a lens polishing kit(automotive)

I took of the plastic cover before used it. I misread his post, I thought he said plastic cover.
Thanks for all the help guys but I think I might be stuck with it, I tried everything you guys suggested to no avail. Might just sell mine and get a new one because they seem to be pretty cheap now.
Iv opened mine plenty of times. It's super easy to open. Just remove the 2 Allen screws. Make sure you take your batter out first oviously. It opens right up and you can wipe the screen off.
