Cant get this to work. Cart seems to go back to HTTP, and does not register as HTTPS.

Yep, sure do. 
You can go to https://www.ecigmods.com/zen/
But as I traverse through the pages, it goes back to eCigMods - Marietta Georgia - e-Cigarette Modding Shop - Landing Page
And when you try to checkout, it loops you back to payment method... I'm assuming because it's not secure.

Sometimes the payment modules are a bit picky. Removing and reinstalling them may help. The forums are very good for picking up hints too.
Not sure if I'd put all that work into Google checkout. They told me e-cigs violated their content policy under 3 categories. tobacco /or/ drug paraphernalia /or/ medical device.

Well this cart is compatible with the merchant service I'm still waiting to hear back from... Just setting up google to have *something* to sell with until the merchant account goes in.
Not selling nic or kits under google, only modding supplies, modding batteries, and atomizers, bottles, etc.

Fun fun fun. I had the same things. Everyone's so helpful when you're buying what they're selling. Come time to get it all to work together they start pointing fingers.
You want the entire site to be SSL? There's a way to do that with a quick edit to a php file or two. Check the zencart forums. I'm almost positive I've seen that walkthrough posted.

If you had installed zencart without checking the use ssl option, You will need to edit your configuration "/includes/configure.php" and "/admin/includes/configure.php" to reflect that ssl is now enabled.
That should be why its not working, you have ssl enabled, but zencart doesnt care untill you tell it you have it enabled.
