Need some help!!!

Ok we got a sigeli ohm reader but were not sure if its working right no matter what we put on it the reading jumps from well let's say I put a brand new kanger head on straight from the package the box is marked at 2.2 ohms the one I put on was reading 2.4 but would go from 2.4 to 2.5 didn't stay at either the second brand new one read 2.2 and jumped to 2.3 the same with the third brand new head it doesn't consistently stay at one number

Most likely the ohm reader is working correctly. Most Kanger heads measure out to be a higher resistance then labeled. When the ohm meter is jumping between the two numbers constantly; that means its pretty close to the half way mark... aka 2.45 when jumping between 2.4 and 2.5 ohms. The ohms on a coil technically are always changing slightly. Happens even more so when the wire starts warming up and glowing.
