My doc says to cut down on nic. Been using 12-18 mg. As I decrease and try 0-6 mg with 50/50, TH is down and flavor is WAY DOWN. I'm increasing to 60pg/40vg and 70pg/30vg to compensate, but the flavor is still not there after trying various vendors.

Does it make sense to add some flavoring, e.g. FlavorArt tobacco, to some of these juices to further compensate?
What tobacco flavors should I try?
Any tobacco flavors that are good without having to steep?

Anytime you cut premixed ejuice with pg or vg to bring down the nic level you should add flavor. Flavourart is good. Any 0 nic ejuice or flavoring can do it.

Nhaler Liquid Flavor Doublers

Or you could do like many do (including myself) DIY it all:

E Liquid Mixing | E Liquid Mixing Kits | Totally Wicked Mixing Accessories

See the chart at the bottom of this page on mixing tips on how to get to 6mg nic:

Platinum Ice 54mg - Mixing Juice-PG, PEG-400 or VG- 30ml Bottle

That's with using their Platinum Ice as a starting nic base, which is 54mg. I've been using their products and the Decadent Vapours flavoring for well over a year now and I use that chart for mixing. All DV flavorings are at 1/2 price on 'discontinued products' page:
Decadent Vapours 10ml Flavor Concentrates
