I have never tried an RY4, but I want to try 1. I'd like some opinions on who makes a great RY4. I'd also like to not spend $20 or more for 30ml.

Here is a link to what I believe to be the latest "Big RY4 Report Card" link There are a lot of them, and this isn't even close to all of them.
There are classic RY4's and custom RY4's (I tend to refer to the latter as "modern RY4's") which actually taste distinctly different. The classics are based on the original Chinese "Ruyan 4", and while they are reminiscent of tobacco-caramel-vanilla, they tend to have a way different overall flavor than what you would think. Some like and prefer them, I think they are just okay.
Custom RY4's should have a much more pronounced tobacco-caramel-vanilla and sometimes there are other flavor notes which vary widely. This style has a lot more potential to be something that new vapers really enjoy.
I wish I could recommend one, but personally I get burnt out on e-liquid after only a bottle or two. I rarely order the same thing twice, and since I've been vaping for about a year and a half now I actually have forgotten a lot of RY4's I've tried. I usually like RY4's more than anything else right away, but get burnt out on them just like everything else.
Right now I am on Zeus E-Juice Zeus RY4 (version 2), I am almost all the way through the bottle and its still working well for me. This may be one of the rare ones I order again. Zeus also has RY4 Double, which I also tried recently, and it seems like more of a classic RY4 flavor. The flagship Zeus RY4 is a custom. So, that may be a decent place to start since you can order both types from the same vendor. I also really liked Aphrodite's Affair which may also be one I re-order. Chocolate Caramel Cheesecake was a miss for me.

I would recommend heading over to GiantVapes and trying the RYU No 4? by Derp Sauce. It's $10 for a 15ml bottle and free shipping. If you want to spend $20, I would also recommend Neckbeard's "Nectar". They sell that at Giant Vapes, too.
The Derp Sauce is my favorite juice of all time, though. Just delicious. In fact, I HATED tobacco vapes until I received it as a free sample. Glad they sent it to me!

Smokeless Image Volt RY4 is a classic, still highly rated after many years, and a good place to start your RY4 Journey.
It's always in my arsenal but I'll admit to being a Halo Tribeca junkie, which is officially in the RY4 category, though in a class of its own IMO.

Mr. Vape RY4 is great! I've vaped 15ml or so of my 30ml in a short amount of time. I hope Mr. Vape has a Father's Day sale! LOL Thanks for the suggestions!

Oddly enough I placed two juice orders earlier today,got a sample jug of NLV4ya, and 5 sample 15ml bottles of Killer Juice RY4, along with a couple other flavors from each vendor. A great day for juice deals.

i will give a +1 to Halo Tribeca. it is just so much better tasting than a real cigarette. its in the RY4 category but different. its one that i reorder regularly. there are many others that are supposed to be amazing that i have never tried. you mention menthol. try a small bottle of something many vendors carry with names like Extreme Ice or some similar names. try it strait and if it is too strong try adding a couple drops to a tobacco or any other flavor. the key is finding those flavors that you find irresistible. then you can phase out the analogs. good luck finding those flavors. they are out there. i smokes 1.5 or 2 pad for so many years and when i started vaping went for only tobacco flavors. who`d of thunk i would love strawberries & cream.
