New account requires accepting TOS, however, the TOS doesn't exist?

I noticed that when creating a new account accepting the Terms of Service is required.

However, clicking on the TOS link goes a link stating: "You haven't configured any terms of service yet."

What exactly are users agreeing to?

Basic WebSite terms that are on just about any site you go to.
