"e-cigarette companies claim they can help smokers quit" no, they don't actually, not if they want to stay in business.
"helpful or harmful" less harmful than smoking.
"like jumping off a 50 story building, we just don't know which floor" all current evidence points to e-cigarettes like stepping off one step of the front porch of the 50 story building that is smoking.
I'm going to suggest that the link should be broken...
Misinformation. vaping hit job. Misleading info. False statements. Poor logic. Praise for misguided, dishonest Task Forse recommendations. What's to like about the article?

It is based on a draft that is not being cited/directly linked to by the media because it has not been finalized. The fewer voices, the better and more sensationalist the story will become.
There is public comment open until June 1, 2015.
USPSTF feedback website said:

Once the USPSTF finalizes the draft it'll be front page news everywhere as gospel.
What you see right now are media outlets trying to get the scoop and jumping the gun based on the draft.

I would advise at least viewing the PDF and searching ENDS to get an idea of what they said, should you not feel like reading the entire document, as the questions asked may require specific feedback.
I did read the PDF and it does require some specifics smarter people than I can fill in. However, I can add a few comments . There was no problem getting to the site. The problem happened on 3rd page when getting ready to wind up and submit when the error occurred, and they asked me to resubmit at a later date. Thank you, Hydroscopic. Will give it another shot.

Oh no worries. I was able to recreate the same error that you had received which is why I edited the link. Give it a try later. I tried it a few times and it finally worked. A few days ago they didn't even have the comments open even though they had it posted on their site.
The form is straight forward as long as you use common sense or read the ENDS sections. That was mostly a tip for people that might not realize that it isn't like leaving comments on a website.
