batteries should always be charged before their first use.

Generally they'll come from the factory with a partial charge from testing.

Make sure you check its voltage before you try and charge it. If it's reading below 2.5v, don't even try to charge it. It's very likely ruined. If you do so, there's a really high likelihood that the battery could go into a thermal runaway and vent (I.e. Make Big Bang and flames).

Depends on what the initial charge of the battery was, how low you drained it (I hope you didn't go lower that 3v - I usually change batteries when they're at 3.8-3.7v, which is about the charge they usually have when bought), and your build. If you had a reasonable resistance on your topper 30 minutes does seem a short time.
