You've lost me here - were there earlier reports that second hand vape was harming innocent bystanders?

I was referring to the formaldehyde myth, and that the mud from that has well and truly stuck in the minds of the uninformed.
The Formaldehyde issue is solved for years now. Yes, ecigs will emit high amounts if they run dry. A decently working vape produces around 100 times less then a cigarette. The amounts are measurable, but very low.
So the saying that ecigs emit Formaldehyde isnt "wrong" but its an ugly half truth if not put into perspective.

... but the included "Study" is Unrelated, the ECF raises up and Denounces the Article saying that the Huffington Post is using Hype Tactics to promote their Anti e-Cigarette Agenda.
