First, welcome to ECF
Second, spamming for post count is against the Rules (and just bad form)
Third, once a member reaches 5 posts you still have to wait for the system to refresh and acknowledge the posts to get the permissions. (this could take up to an hour depending on the time of the 5th post)

It can take up 24 hours or so in some instances, hang in there.
