It looks like using a sealed container with a tiny nozzle (no leak) to create a jet of vapor when the pressure builds on on heating. That looks like the special feature, which is not really required in a PV. But such things give rise to new thoughts ...

It also looks like its not re-fillable. Of couse leave it to the US to create a throw away piece of equipment. Which in turn means a higher cost in the long run.
I have been thinking about a method of getting the liquid on the other side of the heat source for a while now. That would reduce/eliminate liquid leaking into the mouth, allow a larger amount of fluid to be stored in a cartridge, and improve efficiency of e-liquid consumption. If this thing is truly leak proof, you could have a refillable reservoir behind the vaporizer for e-liquid. Who developed this and what is the intended application?

this sounds basically the same as how a bubblejet printer works.
