I was thinking of using 70% alcohol to displace the last bit of water and sterilize the filler somewhat, thoughts on this option?

Yep....as long as it's the drinkin kind and not rubbing alcohol

residue left in the filler.

I don't use anything in any type of carto that is unsafe to drink.....I use the rubbing alcohol to clean battery connections and chargers and such.

I soak mine in everclear till I get a batch together to clean then back flush with hot water then clean everclear again
they dry fast
