“Temporary restraining order”. So it lasts the length of the litigation about the order. It implies that the judge thought the complaint had enough merit to grant it though. So a conditional maybe lasting from a few months to a few years to until the order is withdrawn or overturned or the governor in question isn’t in power (if it’s an executive order anyway), depending on how the court case goes.

It buys time.
