You may well be right Janetda. I was going off of this page, that says this:

A9529 - NY Senate Open Legislation - Rosenthal (MS) - Prohibits the sale of electronic cigarettes to minors and items not defined as a tobacco product or approved by the FDA as a tobacco use cessation or harm reduction - New York State Senate

On second look, it may be just the Senate version (S7234) that was sent to the Senate Health Committee.

Assuming that's the case, then it's the Senate Heath Committee members who should be a top priority right now.

Parallel running of two identical bills speeds up the process. The measure (S7234 = A9529) is passed as soon as identically worded bills have been passed by their respective chambers/house of origin. The Senate bill does not have to move on to Assembly. It just needs to get passed by Senate and then awaits the identically worded Assembly bill to be passed by Assembly. Same for the Assembly bill, which does not need to move on to Senate. This procedure aims to ensure that the measure gets passed within this legislative session. And this procedure reduces the reaction time needed by the opposition to get organized and effective. That’s my understanding.

S7234 is presently in Senate Health Committee
=> priority target group 1 = members of the Senate Health Committee

A95299 already passed the Assembly Committee and is up to third reading in Assembly
=> priority target group 2 = ALL representatives in the Assembly
