Why is anyone surprised that they're fighting an alternative that's almost impossible for them to tax?

Taxes aren't going to stop anyone. Besides NY city taxes on smokes have been ridiculous for decades. People just buy smokes in New Jersey

Illinois did it to us. We took our money & gave it to Kentucky & Missouri.
