It definitely affects the throat hit. I haven't noticed any difference in flavor but I'm still new to vaping and my taste buds may be off a bit still.
I don't know about the vapor amount, but the nic level will affect the taste and TH. More nic = more TH and possible irritation. 12mg seems low for someone who is just starting out, unless you were a very light smoker. I would suggest going up in strength if you want more throat hit, the taste might be affected too. If you want more vapor you'll want to increase the amount of VG in your ejuice aswell.
Welcome A lot of things affect the taste of different juices , nicotine , PG/VG ratios , vendors , brand of flavoring , and the voltage your using them on . As said in an earlier post , More nic , and higher voltage for big TH , More VG= more vapor I was a 2 pack a day smoker , for over 40 years . My daily vape is only 12 mg , but I keep some 24 and 36 mg for when I get a craving . As soon as it's gone , back to the 12 mg .

If you need more nicotine but find it irritating, try using VG juices or cut your juice with a little vegetable glycerin from any health food store. If I'm tasting the nicotine, I guess it's an okay flavor to me!
from the advice i was given, as a 12+ cigarette a day smoker, 36 mg was told to be right for me, especially because of new user error. i'm hoping to step down from that gradually, it seems like a lot.
Vapor - no. VG makes more vapor, PG makes less (but VG is thick, and thin juices work best for many vaping methods)
Taste - yes because nicotine has its own peppery effect
Throat hit - certainly, nicotine IS TH, PG lets it through best, VG dulls it, heat enhances it

The most common strength of nic used based on several polls is 24mg. Most new people need this level to make the transition to vaping.
36mg seems high for only smoking that much. That's what many people that smoke 2+ packs a day start out with. 24mg or even 18mg would probably be fine for starting out. If 18 or 24 don't do it for you, you can always get liquid with more nicotine and save the lower nicotine stuff for when you want to start cutting down.
I smoked at least a pack a day and 24mg did it for me. Same goes for my roommate who was about a pack a day smoker.
I use 36mg being a ex 20 a day smoker.... cant really say it affects me??? but i am one of thoes people who can have 12 million cups of coffe and still not be affected. 
Smoked 1 PAD strong Reservation Tobacco. Began 5 weeks ago on 36 mg and after 2 weeks dropped down to 30 mg. Today I began 24 and it's working out well. In regards to TH, Vapor it's not only the ratio of PG/ VG/ Nic but also the PV you are using. Batt power and whether or not it's manual or automatic also play a part in the equation. I began with 36 Nic knowing that if it was too strong I could always dilute it easy enough.

I never have been a heavy smoker. I quit cigarettes about two years ago, but then got hooked on cigars. My wife hates the smell, so I am trying e-cigs. I like em so far, and have had no cravings at all for the cigars.

(0mg, 70%PG, 30%VG) or (0mg, 30%PG, 70%VG) will have throat hit? Or need at least a little nicotine to give throat hit?

That was some BAD advice! I smoked 2 PAD and I started at 24, cutting back to 18 after four months.
0mg nicotine = no throat hit, unfortunately. Nicotine strength and warmth of the vapor (bigger batteries) are the two main parts of good, true throat hit. You can have some throat hit with lower nicotine strength if you have a better battery model PV such as a good 5 volt or variable volt model.
I am new to vaping too. I ordered 24 mg with my Volt, and have some 36mg to use with my Provari when it arrives. If that proves to be too much I can always cut back. I was a 2 ppd smoker of full strength analogs. I remember years ago when they printed the tar and nic levels of the various brands in advertisements. I wonder, on a 24mg carto in my Volt, how many puffs I would need to get get to the level of 1 analog. If I recall correctly, 1 regular cig had about 1.0 - 1.2mg of nic.
