No they ship from China BUT never any probs with customs. They know what to do. They label their products as PG with no mention of NIC on labels just stuff like "N1 N2 etc".
READ their website carefully...its all explained.They will write whats needed on customs forms.You can send them an email with special instructions too (if your country has specific requirements)
To be safe though most people say to not order more than 1 Litre at a time .
And most people dont bother with the pure nic at all, its too dangerous and a risk to handle. Not necessary either, 100/200 is enough for most people's needs.

A place I know that's been recommended is Darkstar. I've just looked and it's £50 for a litre, PG or VG base.
They are other ones but that's the first that sprang to mind.
